The Terms and Conditions require:

The Safer World Fund campaign begins September 7, 2016 at 00:00:01 a.m. EDT.
The campaign will end when all funds are depleted or August 31, 2017 at 23:59:59 p.m. EDT, whichever comes first.
There are a total of $40,000 in matching funds available out of which 5'031 have been raised till 26th September.
Donations will be matched in the order that they are received.
Only donations made by unique donors per project will be matched. Unique donors are determined using numerous criteria, including name, email address, credit card number, mailing address, and IP address.
Only online donations made by credit card, PayPal, or a Global Giving official gift card are eligible for matching. Donations made by check or text-to-give are not eligible.
Donations only made on globalgiving.org will be matched by the Safer World Funds.
